I planted some lavender like 3 months ago but, it has barely grown. What fertilizer does it need? Would coffee work? How do I make it bloom? (i live in south Texas)

Three months is only a short time for any plant to recover from the stress of transplanting into a new home.
Use a osmocote type fertilizer it's a slow time release and will last for up to three months for the lavender. Follow the instructions on the package. I wouldn't use coffee it could be too much acid.
Be patient by the end of June you will start to see flower buds forming and by July the flowers will knock your socks off. Happy Blooming.
