It sounds like it's probably insect secretions. Use an environmentally safe product such as Schultz Gardensafe Fungicide 3 -- it gets rid of fungi, insects and mites (tiny, almost invisible insects), it's available in the garden center of most discount stores (WalMart, Kmart, Home Depot, etc.) and is only about six dollars.

Reply:Does it look like "spit"? If so it is a Spit Bug, if you wipe away the liquid you will find a little green bug inside. These are easy to wash away with the hose.
