I do water it, but its been hot a lot around here. I do want my plant to come to life.

I don't know where your from or where the plant is located? Indoors or outdoors or in a pot etc.

But usually when a plants leaves turn yellow it means it's getting to much water.

your zone is not ideal for lavendar

try more mulch
