We used to call these cuckoo spit beetles. Inside what you call foam (spit) there will be a tiny green insect, which when it emerges will jump like crazy when you touch it, Totally harmless to plants.
I have gold striped beetles with green heads on my lavender making foam wil they distroy the plant?
