When is the best time to plant Lavender?

If it`s in a container you can plant it at any time of the year as long as there is no frost or snow on the ground or the land is not waterlogged.

Pruning of old flower stems is best done in September, thought you would be interested in that bit.

Container grown plants can be planted at any time of year, bear root plants,eg those which come as a twig with some root attached must be planted in Autumn.(the plant's dormant season) You are probably going to have containerised lavender as commonly sold this way and unlike bare root plants, they can be left in the pot for a time until you decide where you want to plant them
